Education and Child Welfare Policy Coordinators
The Coalition for Asian American Children and Families (CACF), the nation’s only pan-Asian children’s advocacy organization, aims to improve the health and well-being of Asian Pacific American children in New York City. Founded in 1986, CACF advocates for improved policies, funding, and services for children and families of East Asian, South Asian, Southeast Asian, and Pacific Islander backgrounds. CACF is seeking to fill two positions: 1) a full-time Education Policy Coordinator to oversee our education advocacy project and 2) a half-time Child Welfare Policy Coordinator to oversee our child welfare advocacy project. Both advocacy projects aim to promote equity and access for the Asian Pacific American community, immigrant communities, and communities of color.
Job Responsibilities

Policy and Advocacy: Lead advocacy agenda to improve educational or child welfare policies, funding, and services for Asian Pacific American children and families. Advocate to Governor’s Office, State Legislature, State Education Department, NYS Office of Children and Family Services, Mayor’s Office, City Council, NYC Administration for Children’s Services, and NYC Department of Education. Prepare policy memos, testify at hearings, speak at press conferences, and implement advocacy actions. Work with CACF Program Coordinators to engage youth and parents in advocacy efforts. Participate in advisory boards, such as City Council’s Middle School Success Team or ACS Immigrant Advisory Board. Respond to reporters, interview requests, and press on education or child welfare issues.

Coalition Building: Develop and maintain partnerships with advocates and community leaders, such as New York Immigration Coalition, Alliance for Quality Education, Preventive Services Action Network, Child Welfare Organizing Project, United Federation of Teachers, etc. Coordinate coalitions consisting of Asian led and serving organizations. Recruit, motivate, and retain organizational members. Facilitate opportunities for members to advocate and for CACF to advocate on their behalf. Monitor policy developments and keep members informed. Identify opportunities to train members and to disseminate information to members’ clients. Develop new contacts.

Action Research: Collaborate with researchers on project to examine academic achievement gaps and opportunity gaps of Asian Pacific American public school students in New York City. Provide input on research plan and data analysis. Leverage relationships with public agencies to collect data. Connect researchers to Asian Pacific American students, parents, and service providers to conduct qualitative research. (Education Policy Coordinator only)

Other: Collaborate with CACF staff to implement pan-Asian children’s advocacy institute for CBOs, schools, and service providers. Prepare grant proposals and reports in collaboration with Executive Director. Supervise interns. Assist planning annual benefit. Represent CACF at community events as requested. Other duties as required.
Qualifications
- Commitment to CACF’s mission, children’s rights, and social justice.
- Master’s degree with 2 years experience preferred or Bachelor’s degree with 5 years experience required.
- Good understanding of Asian Pacific American communities and non-profit organizations.
- Knowledge of public education, child abuse and neglect, foster care, and family court.
- Expertise in legislative, budget, and administrative advocacy and policymaking.
- Existing and positive relationships with policymakers and public administrators.
- Ability to analyze legislative and budget policies, make strategic recommendations, and influence policymakers.
- Excellent speaking, writing, presentation, and critical analysis skills.
- Positive relationships with immigrant communities and communities of color.
- Capacity to break new ground, to lead, to innovate, to take risks, and to take public stances on issues.
- Ability to work with a diverse staff and flexibility to work on multiple tasks under pressure.
- Background in coalition building, program development, supervision, research, and fundraising preferred.
- Experience working with children, youth, and families preferred.
- Ability to write and speak an Asian dialect preferred.
- Strong PC, Microsoft Office, and Internet skills.
